ECONOMIC PRINCIPLES RELATING TO THE QUESTION OF MOTORWAY TOLL IN AUSTRIA (DEVELOPMENT OF A COMPUTER MODEL)

THE AIM OF THE WORK IS TO PRODUCE AN ECONOMIC COMPUTER MODEL FOR THE AUSTRIAN ROAD AND MOTORWAY NETWORK TO DEAL WITH THE TOLL PROBLEM. THE FEDERAL AREA IS TO BE DIVIDED INTO DIOCESES, ZONES AND BOUNDARY AREAS, AND THE ROAD NETWORK INTO SECTIONS AND LINKING POINTS. AFTER REPRESENTATIVE CARS AND LORRIES HAVE BEEN SELECTED, STATISTICAL SECTION SPEEDS AND VIRTUAL SECTIONS COSTS WILL BE DETERMINED. THE MODEL AND THE COMPUTER PROGRAM SHOULD FACILITATE ASSIGNMENT OF THE TRAFFIC ORIGINS AND DESTINATIONS TO THE NETWORK, ECONOMIC CRITERIA, ROUTE SELECTION, FORECASTS OF FLOW AND EVALUATION CRITERIA (ROAD USER COSTS, MILEAGE AND TOLL REVENUE).
