DIRECT EVALUATION OF ADDITIONAL COSTS TO THE NATIONAL ECONOMY IN THE FORM OF DAMAGE TO HEALTH CAUSED BY EXHAUST GAS EMISSION FROM ROAD TRAFFIC

CONSIDERATION OF ENVIRONMENTAL EFFECTS DUE TO ROAD TRAFFIC (NOISE AND EXHAUST GAS EMISSIONS) IN THE ASSESSMENT OF INFRA-STRUCTURAL TRAFFIC DEVELOPMENTS HAS UP TO NOW BEEN LIMITED TO "AVOIDANCE COSTS". THIS METHOD HAS THE DISADVANTAGE IN THE CASE OF SPATIALLY LIMITED INVESTMENT IN INNER CITY AREAS OF MAKING IT IMPOSSIBLE TO DIRECTLY ASSOCIATE AVOIDANCE COSTS DUE TO VEHICLE IMPROVEMENTS WITH THE ROUTE NETWORK (IN CONTRAST FOR INSTANCE TO NOISE ABATEMENT DUE TO IMPROVED WINDOWS). IN THE PAPER AN ATTEMPT IS MADE BY MEANS OF EXISTING REGRESSION-ANALYTICAL HYPOTHESES CONCERNING THE CONNECTION OF GLOBAL AIR POLLUTION AND HEALTH DAMAGE AND THE RELATIVE TOXICITY OF THE POLLUTANTS TO EXPRESS THE HEALTH DAMAGE FROM EMISSIONS FROM ROAD TRAFFIC IN MONETARY TERMS. THE METHOD CAN ALSO TAKE ACCOUNT OF ALTERATIONS IN MODAL AND ROUTE-SPLIT AND THEIR EFFECT ON THE ENVIRONMENT BECAUSE IT IS BASED ON EASILY ASSESSED EMISSION PRODUCTS. THE CAPABILITIES OF THE METHOD ARE ELUCIDATED BY MEANS OF AN EXAMPLE FOR AN ACTUAL SECTION OF ROAD NETWORK.
