THE PROBLEM OF ENSURING SAFETY ON THE ROADS IN FUTURE YEARS

THE PROBLEM OF ORGANISING SAFETY ON THE ROAD MORE EFFECTIVELY BECOMES INCREASINGLY MORE IMPORTANT IN VIEW OF THE RISING NUMBER OF VEHICLES. THE TOTAL NUMBER OF VEHICLES REGISTERED IN THE GDR HAS GROWN TO 6 MILLION AND A NUMBER OF ORGANISATIONS EXIST TO PROMOTE ROAD SAFETY THERE. BETWEEN 1971 AND 1975 THE NUMBER OF ROAD ACCIDENTS IN THE GDR WAS APPROXIMATELY 1.1% LOWER AND FOR FATALLY KILLED AND WOUNDED APPROXIMATELY 7.5% LOWER THAN IN THE PERIOD 1966 TO 1970, DESPITE AN INCREASE IN THE NUMBER OF MOTOR VEHICLES. THERE ARE AROUND 54000 ROAD ACCIDENTS EVERY YEAR IN THE GDR AND HENCE TRAINING AND EDUCATION OF ROAD USERS, ESPECIALLY VEHICLE DRIVERS, ARE IMPORTANT FACTORS FOR COUNTERACTING THIS. SPECIAL EMPHASIS SHOULD BE PLACED ON THE DEVELOPMENT OF PRIVATE CAR TRANSPORT; WHILST THE NUMBER OF ACCIDENTS CAUSED BY COMMERCIAL DRIVERS STEADILY REDUCED, THE NUMBER CAUSED BY PRIVATE CAR DRIVERS INCESSANTLY INCREASED. ALMOST 90% OF ROAD ACCIDENTS ARE DUE TO THE BEHAVIOUR OF DRIVERS. THE MAIN CAUSES ARE: INAPPROPRIATE SPEED, LACK OF ATTENTION TO THE PRIORITY RULES AND TRAFFIC SIGNS, NOT KEEPING IN LANE, ALCOHOLIC INFLUENCE, INSUFFICIENT DISTANCE KEEPING AND INCORRECT OVERTAKING BEHAVIOUR. THESE CAUSES ACCOUNT FOR TWO THIRDS OF ALL ROAD ACCIDENTS. WITH THE INCREASED RESPONSIBILITY OF THE ROAD USER LEGAL COMMENTARIES AND LAW EDUCATION ALSO HAVE A SIGNIFICANT EFFECT. SOCIAL INFLUENCE PROVES TO HAVE PERMANENT EFFECTIVENESS ON THE LAW-CONSCIOUSNESS OF ROAD USERS.
