THE REPORT IS DIVIDED INTO A TREATMENT OF THE INSTRUCTION IN DRIVING SCHOOLS (THE LEGAL REASONS, TRAINING REGULATIONS), THE LICENSING OF DRIVING INSTRUCTORS AND DRIVING SCHOOLS (THE LEGAL REASONS, THE LEGISLATIVE BASIS, STIPULATIONS IN FORCE, TESTS FOR DRIVING INSTRUCTORS, DUTIES OF THE DRIVING SCHOOL PROPRIETORS, SUPERVISION WITHIN THE DRIVING SCHOOL SYSTEM) AND THE DRIVING TEST (LEGAL BASIS, TEST GUIDE-LINES). EACH OF THE SITUATIONS DESCRIBED IS CRITICALLY EVALUATED IN A SPECIAL SUB-SECTION. IN THE SUMMARY IT IS FOUND THAT THE CONTRIBUTION OF THE SCHOOL TO THE INTRODUCTION TO MOTORISED ROAD TRAFFIC CONSISTS IN CREATING A SAFETY-CONSCIOUS ATTITUDE AS A BASIS FOR LATER TRAINING IN THE DRIVING SCHOOL, WHICH IS AIMED PARTICULARLY AT THE ACQUISITION OF DRIVING LICENCES, AND THAT THE EMS OUGHT TO BE "AN ADDITIONAL, INDEPENDENT AND VERY IMPORTANT PART OF A MUTUALLY RECONCILED SYSTEM OF EDUCATION AND TRAINING".
