CONDITIONS FOR THE EFFECTIVENESS OF TRAFFIC REGULATIONS

THE EFFECTIVENESS OF TRAFFIC REGULATIONS IS DISCUSSED FROM A PSYCHOLOGICAL VIEWPOINT. THE LEGISLATOR MUST FORMULATE CLEAR CONCEPTS OF AIMS AND OBJECTIVES. THE MORE CONCRETE AND PRECISE THE MEASURES ARE THE MORE EFFECTIVE THEY WILL BE. EMPTY FORMULATIONS BECAUSE OF THEIR ABSTRACT GENERALITY ARE LITTLE MORE THAN EXHORTATIONS; THEIR EFFICACY IS DOUBTED. LEGISLATIVE PROVISIONS MUST BE EXPRESSED IN A CLEAR AND COMPREHENSIBLE MANNER IF THEY ARE TO BE OBEYED. INDIVIDUALS TO WHOM THEY ARE ADDRESSED MUST BE ADEQUATELY INFORMED. REGULATIONS WHICH ARE NOT REINFORCED BY APPROPRIATE SANCTIONS WILL IN GENERAL BE IGNORED. RE-EDUCATION CAN BE MORE IMPORTANT THAN PENALTIES. A TRAFFIC REGULATION IS BENEFICIAL AND EFFECTIVE WHEN ACCOUNT IS TAKEN OF THE TENDENCIES INHERENT IN MANKIND. MODELS OF BEHAVIOUR WHICH EXPECT TOO MUCH FROM THE INDIVIDUAL IN TRAFFIC ARE NOT TREATED WITH RESPECT.
