ECONOMIC DECISION CRITERIA FOR ROAD CONSTRUCTION INVESTMENTS

THE RESEARCH IS INTENDED TO LEAD TO A STANDARDIZATION OF COST-BENEFIT ANALYSIS IN ROAD CONSTRUCTION, AND PARTICULARLY OF THE PARAMETERS USED. THIS MEANS THAT UNIFORM RULES ARE BEING DEVELOPED FOR THE ESTABLISHMENT AND USE OF THE STARTING VALUES, SO THAT THE RESULTS OF INDIVIDUAL COST- BENEFIT ANALYSIS CAN BE COMPARED. AT THE SAME TIME THE EFFECT OF THE ALTERATION OF THE PARAMETERS ON THE FINAL RESULTS IS BEING DETERMINED BY COMPUTER. THE FOLLOWING PROGRAMME OF WORK IS ENVISAGED: 1 - DETERMINATION OF ALL THE PARAMETERS NEEDED FOR A COST-BENEFIT ANALYSIS; 2 - WORKING OUT OF NUMERICAL VALUES OF THE PARAMETERS IN TABULAR FORM AND CLARIFICATION OF THE INTERRELATIONS; 3 - PRODUCTION OF COMPUTER PROGRAMS FOR DETERMINING THE PARAMETERS FROM THE CHARACTERISTIC VALUES OF THE ROAD AND THE ROAD USERS; 4 - DEVELOPMENT OF FIRST, TRANSPARENT PROGRAMS FOR COST-BENEFIT ANALYSIS, BOTH FOR CHOICE OF DECISION AND FOR CLASSIFICATION OF DIFFERENT ROAD CONSTRUCTION INVESTMENTS. THE METHOD SHOULD FACILITATE THE OPTIMUM ECONOMIC USE OF ROAD CONSTRUCTION MEANS.
