EXTRACT FROM JOURNEES D'ETUDES ET D'INFORMATIONS, SECAP, PARIS, MAY 1979. IT IS ESSENTIAL TO ENSURE THAT MOTORWAY TRAVEL IS SAFE AND USEFUL. "SAFETY" MEANS THE REDUCTION IN ANNUAL NUMBER OF KILLED TO 10000. SAFETY IS IMPROVED NOT ONLY BY TECHNICAL MEASURES AND BY REGULATIONS, BUT ALSO BY THE USER BEING ACCUSTOMED TO MOTORWAYS, AND BY HIS EDUCATION. STATISTICS ARE KEPT BY THE RELEVANT AUTHORITIES, ALLOWING THE ANALYSIS OF THE CAUSES OF ACCIDENTS. SAFETY IS INITIALLY TAKEN INTO ACCOUNT DURING THE DESIGN OF THE STRUCTURES. FOR THE OPERATOR A SYSTEM IS DEVELOPED ALLOWING RAPID ACTION IN EMERGENCIES, THE USE OF COMMUNICATIONS BECOMING INCREASINGLY APPARENT. SAFETY PLANS, EMERGENCY ACTION PLANS, WINTER SERVICES, ROAD NETWORK MONITORING, HIGHWAY MAINTENANCE, ALL PLAY AN IMPORTANT PART; THE POLICE FORCE WITH ITS NUMEROUS STAFF COOPERATE CONTINUOUSLY WITH THE AUTHORITIES. CERTAIN PROCEDURES, SUCH AS THE INSTALLATION OF VARIABLE MESSAGE SIGNS, REINFORCE BASIC SAFETY. IN RECENT YEARS THE NUMBER OF DEAD AND WOUNDED HAS DROPPED DRAMATICALLY. THIS SHOULD NEVERTHELESS BE IMPROVED FURTHER.
