ASPECTS FINANCIERS DE LA REALISATION DU PROGRAMME AUTOROUTIER FRANCAIS

THIS IS AN EXTRACT FROM THE SECAP SEMINAR IN PARIS IN MAY 1979. THE SYSTEM OF FINANCE ADOPTED IN FRANCE FROM THE YEAR 1955 IN ORDER TO SPEED UP THE CONSTRUCTION OF THE MOTORWAY NETWORK IS ESSENTIALLY BASED ON LOANS SECURED ON THE TOLL, WITHIN THE FRAMEWORK OF SIX CONCESSIONS TO COMPANIES OF VARIOUS TYPES. THIS HAS ALREADY MADE POSSIBLE THE PROVISION OF EQUIPMENT TO MAIN ROADS, OVER 3500 KM IN LENGTH. HOWEVER, IN SPITE OF THE ECONOMIC EFFICIENCY OF CERTAIN MOTORWAYS, THE VERY RAPID APPLICATION OF THE SYSTEM TO THE CONSTRUCTION OF INTERURBAN ROADS CONCEIVED IN THE INTERESTS OF REGIONAL PLANNING, WITH SLIGHT INITIAL TRAFFIC, GIVES RISE TO NEW PROBLEMS. THE QUESTION ARISES OF KNOWING THE CORRECT MEASURES THE STATE WILL HAVE TO TAKE TO FIND A SOLUTION TO THE PROBLEMS.
