CAN RURAL ROADS BE DEFINED?

FOLLOWING THE INCREASING INTEREST SHOWN BY DEVELOPING COUNTRIES AND INTERNATIONAL FINANCING ORGANIZATIONS, PLANNING AND ASSESSMENT STUDIES WERE CONDUCTED. AS REGARDS RURAL PLANNING, THE MAIN TASK CONSISTS IN DEFINING THE NETWORK ENVISAGED. ATTENTION IS DRAWN TO THE VARIETY OF CONDITIONS ENCOUNTERED: SIZE OF THE PROBLEMS; LEVEL OF DEVELOPMENT OF THE REGION OR COUNTRY CONCERNED; TRAFFIC; DENSITY OF EXISTING MAIN AND SECONDARY NETWORKS. AN ATTEMPT IS MADE TO DEFINE RURAL ROADS; EXISTING CLASSIFICATIONS (RURAL ROADS ARE "LEFT-OVER" ROADS WHICH ARE NOT COMPRISED IN ANY CATEGORY) BEING OF LITTLE USE. A SIMULTANEOUS DEFINITION IS GIVEN OF THE DIFFERENT LEVELS OF A ROAD NETWORK IN RELATION TO THE HIERARCHY OF THE MAIN TOWNS OF THE COUNTRY CONCERNED. PART OF THE ARTICLE DEALS WITH THE NOTION OF THE INFLUENCE ZONE OF A RURAL ROAD AND ITS DEFINITION. SATISFACTORY ROAD PLANNING SHOULD BE CARRIED OUT AT ALL LEVELS OF THE NETWORK, AND THE RURAL NETWORK SHOULD BE DEFINED IN RELATION TO THE MAIN AND SECONDARY NETWORKS.
