TECHNICAL STUDIES, CONSTRUCTION AND MAINTENANCE OF RURAL ROADS

ETUDES TECHNIQUES, CONSTRUCTION ET ENTRETIEN DES ROUTES RURALES

AFTER LISTING THE ENVIRONMENTAL FACTORS INFLUENCING THE DESIGN, CONSTRUCTION, AND MAINTENANCE OF RURAL ROADS, THE AUTHORS DEFINE THE CHARACTERISTICS OF THE LATTER AS REGARDS ALIGNMENT, LONGITUDINAL AND TRANSVERSE PROFILES AND STRUCTURES. THE GEOMETRIC CHARACTERISTICS OF RURAL ROADS CAN BE EXTREMELY SIMPLE BECAUSE THEIR CONSTRUCTION COST MUST BE KEPT VERY LOW. THE AUTHORS PRESENT TWO TYPES OF TECHNICAL FEASIBILITY STUDY, DISTINGUISHING BETWEEN ROADS IN EASY AND DIFFICULT TERRAIN. VARIOUS POSSIBLE FORMULAE HAVE BEEN USED FOR CONSTRUCTION AND MAINTENANCE OPERATIONS: OPERATIONS CARRIED OUT BY PUBLIC CORPORATIONS OR BY ENTERPRISES, MECHANISED OPERATIONS OR USE OF LOCAL LABOUR. TWO EXAMPLES ARE PRESENTED: (1) AFRICA - WHERE RURAL ROAD CONSTRUCTION IS GENERALLY LINKED TO AGRICULTURAL DEVELOPMENT AND TRAFFIC COLLECTING AGRICULTURAL PRODUCTS, AND WHERE TRAFFIC IS LIGHT AND SEASONAL. THESE ROADS ARE USUALLY BUILT BY THE ADMINISTRATIVE AUTHORITIES WITH MECHANIZED TEAMS. DETAILS ARE GIVEN OF THE ORGANIZATION OF CONSTRUCTION SITES, EFFICIENCY AND PRICES. (2) MEXICO - WHERE AN EXTENSIVE EFFORT HAS BEEN MADE SINCE 1970 TO DEVELOP RURAL ROADS, WITH LARGE USE OF LOCAL LABOUR. ATTENTION IS DRAWN TO THE ADMINISTRATIVE AND TECHNICAL ORGANIZATION OF CONSTRUCTION AND MAINTENANCE, AND TO THE COOPERATION BETWEEN CENTRAL ADMINISTRATION SERVICES AND THE COMMUNITIES.
