DETERMINATION OF JOURNEY TIMES OF MOTOR VEHICLE TRAFFIC ON ROADS IN URBAN AREAS FOR COMPARATIVE ECONOMIC CALCULATIONS AND FOR THE DESIGN OF STREETS TAKING ACCOUNT OF THE EFFECTS ON THE QUALITY OF RESIDENTIAL SURROUNDINGS, PART A: DESIGN OF STREETS, STAGE 1

ERMITTLUNG DER FAHRZEITEN DES KRAFTFAHRZEUGVERKEHRS AUF STRASSEN IM STAEDTISCHEN BEREICH FUER WIRTSCHAFTLICHE VERGLEICHSRECHNUNGEN UND ZUR BEMESSUNG VON STADTSTRASSEN UNTER BEACHTUNG DER AUSWIRKUNGEN AUF DIE WOHNUMFELDQUALITAET. TEIL A: BEMESSUNG VON STADTSTRASSEN, STUFE 1

THE OBJECT OF THE STUDY IS TO DEVELOP A DESIGN METHOD FOR STREETS. THE METHOD SHOULD MAKE IT POSSIBLE TO OBTAIN BOTH QUANTITATIVE INFORMATION ON THE EFFECT OF THE STRUCTURAL DESIGN OF THE ROAD (ROAD TYPE) AND VEHICLE LOADING ON THE QUALITY OF VEHICULAR TRAFFIC FLOW, AND INFORMATION ON THE EFFECTS ON OTHER ROAD USERS (PEDESTRIANS) AND ON THE QUALITY OF RESIDENTIAL SURROUNDINGS. WITH RESPECT TO THE EVALUATION OF VEHICULAR TRAFFIC FLOW, A DESIGN METHOD IS TO BE DEVELOPED WHICH IS BASED ON THE DESIGN PROCEDURE FOR ROADS IN RURAL AREAS BUT MODIFIED FOR ROADS IN URBAN AREAS. FOR THIS PURPOSE CRITERIA FOR DESCRIBING THE QUALITY OF TRAFFIC FLOW HAVE TO BE WORKED OUT. THE INFLUENCING FACTORS CONSIDERED RELEVANT FOR THE EVALUATION OF TRAFFIC FLOW HAVE TO BE QUANTIFIED. INFORMATION ON THE QUALITY OF TRAFFIC FLOW ON VARIOUS TYPES OF STREET UNDER VARIABLE TRAFFIC LOADING IS TO BE OBTAINED BY MEASUREMENTS. DURING THESE MEASUREMENTS THE EFFECTS OF VEHICULAR TRAFFIC ON OTHER ROAD USERS AND FURTHER IMPAIRMENT OF THE QUALITY OF THE ENVIRONMENT (FOR EXAMPLE NOISE) ARE TO BE DETERMINED AND EVALUATED. THESE FACTORS ARE TO BE QUANTIFIED IN RELATION TO TRAFFIC DENSITY AND COMPARED WITH THE QUALITY OF TRAFFIC FLOW.
