THE TRAFFIC NOISE PROTECTION LAW AND ITS ECONOMIC CONSEQUENCES

THE AUTHOR EXAMINES THE ECONOMIC EFFECTS EXPECTED FROM THE TRAFFIC NOISE PROTECTION LAW, THE OBJECT OF WHICH IS TO CREATE CLEAR LEGAL PRINCIPLES - IN THE FORM OF LIMIT VALUES FOR EMISSIONS - TO ESTABLISH THOSE CASES IN WHICH PROTECTION AGAINST TRAFFIC NOISE IS NECESSARY. THE AUTHOR SHOWS THAT IF THE BASIC MODIFICATIONS TO THE DESIGN ARE RESTRICTED TO THE INCLUSION OF EXISTING MAIN AND LOCAL ROADS, THE ECONOMY CAN AFFORD THE COSTS ASSOCIATED WITH THIS. IN ANY CASE CHANGES IN DEMAND TO THE DEBIT OF ECONOMICS HAVE TO BE ACCEPTED. THE TYPE AND SCOPE OF THESE CHANGES IN DEMAND WILL DEPEND ON WHETHER THE REQUIRED NOISE PROTECTION MEASURES RELATED MOSTLY TO TRAFFIC STRUCTURES, BUILDINGS OR VEHICLES, AND ABOVE ALL, HOW THEY ARE FINANCED.
