THE EFFECTS OF THE SECOND STAGE OF THE FUEL-LEAD LAW

THE STUDIES REPORTED SHOW THAT DECREASES IN EMISSION FROM VEHICLES ON HEAVILY TRAFFICKED STREETS HAVE A GREAT EFFECT ON THE AIR QUALITY IN THOSE STREETS. THE REDUCTION IN LEAD EMISSION IS BROUGHT ABOUT NOT ONLY BY THE DECREASED EMISSION FROM EACH VEHICLE AFFECTED BY THE FUEL-LEAD LAW, BUT ALSO BY THE CHANGE IN TRAFFIC VOLUME AND FLOW AT THE MEASURING POINTS. THE FACT THAT FOR THE FIRST HALF OF 1976 EXCEPTIONS WERE MADE TO ALLOW THE USE OF HIGH-LEAD FUEL IN CERTAIN CIRCUMSTANCES IS ALSO SIGNIFICANT. THE FUEL-LEAD LAW HAS ALSO BROUGHT ABOUT A DECREASE IN THE LEAD CONTENT OF PLANT FOODS GROWING NEAR ROADS, AND THE AMOUNT OF LEAD INHALED BY THE POPULATION HAS BEEN REDUCED. THERE IS NO INDICATION OF ANY ENVIRONMENTALLY DAMAGING CONSEQUENCES OF THE LAW, PARTICULARLY THROUGH AROMATICS USED INSTEAD OF LEAD.
