TRAFFIC RESTRAINT IN RESIDENTIAL AREAS

THE REPORT DESCRIBES THE DEVELOPMENT OF A CONCEPT FOR BEFORE-AND-AFTER STUDIES FOR TRAFFIC RESTRAINTS IN TWO OLD QUARTERS OF THE CITY OF COLOGNE. PART A CONTAINS FUNDAMENTAL ASPECTS OF THE SUBJECT BASED ON EXPERIENCES IN THE NETHERLANDS. ESPECIALLY IMPORTANT IS THE "BEFORE" STATE, NOT CONSIDERED IN THE DUTCH STUDY, IN ORDER TO BE ABLE TO CHECK THE EFFECTS OF THE MEASURES AND BUILDING ALTERATIONS LATER. AFTER DESCRIBING AND DISCUSSING ALL POSSIBLE LEGISLATIVE MEASURES, AND THOSE OF TRAFFIC REGULATIONS AND OF A STRUCTURAL NATURE, THE STATISTICAL DATA, QUESTIONNAIRES AND BEHAVIOUR MEASUREMENTS TO BE CARRIED OUT ARE CHECKED FOR THEIR SUITABILITY (TRAFFIC VOLUME, CONTENTMENT OF THE RESIDENTS, PARAMETER OF RESIDENTIAL QUALITY, OTHER DATA WHICH COULD BE INFLUENCED BY TRAFFIC RESTRAINT) ESPECIALLY THOSE NECESSARY FOR DESCRIBING THE "CURRENT" STATE AND FOR BEFORE-AND-AFTER COMPARISONS. PART B CONTAINS A DESCRIPTION OF PRELIMINARY INVESTIGATIONS FOR THE MODEL AREA COLOGNE - EHRENFELD AND THREE VARIABLES FOR TRAFFIC RESTRAINING MEASURES.
