A CONCEPTUAL FRAMEWORK FOR PAVEMENT DESIGN DECISIONS

AN ATTEMPT WAS MADE TO ESTABLISH THE ELEMENTS NECESSARY FOR A RATIONAL AND CONCEPTUALLY COMPLETE PAVEMENT DESIGN SYSTEM. THE ELEMENTS OF A RATIONAL DESIGN PROCEDURE WERE ESTABLISHED IN WHICH BOTH THE TECHNICAL AND ECONOMIC CHARACTERISTICS OF DESIGNS, AS WELL AS THE UNCERTAINTY OF FUTURE PERFORMANCE ARE OBJECTIVELY ACCOUNTED FOR. THE PLANS OF STATISTICAL DECISION THEORY WERE SUMMARIZED AND THE TECHNIQUES FOR ANALYZING DECISION PROBLEMS OF UNCERTAINTY ILLUSTRATED. THE PAVEMENT DESIGN SYSTEM WAS FORMULATED IN TERMS OF A FRAMEWORK PROVIDED BY A STATISTICAL DECISION THEORY AND THE STEPS BASIC TO THIS FORMULATION WERE DESCRIBED. THE FRAMEWORK ALLOWS FOR AN OBJECTIVE AND SYSTEMATIC COMPARISON OF BEST SOLUTIONS TO DESIGN PROBLEMS WHICH IS RELATIVELY FREE FROM THE PERSONAL BIAS AND IMMEDIATE EXPERIENCES OF AN INDIVIDUAL DESIGNER.
