REPORT OF COMMITTEE ON ROADSIDE DEVELOPMENT

THE COMMITTEE WAS ORGANIZED INTO THREE DIVISIONS: (1) DESIGN, RIGHT OF WAY, AND BORDER PATROL; (2) CONSTRUCTION AND MAINTENANCE, AND (3) EVALUATION, ECONOMICS, AND PUBLIC RELATIONS. THE REPORT OF DIVISION 1 INCLUDES PAPERS WHICH DISCUSS WEAKNESSES IN THE PRESENT PUBLIC LAND ACQUISITION MACHINERY FOR HIGHWAY PURPOSES, CROSS-SECTION DESIGN AS PRACTICED BY THE NATIONAL PARK SERVICE, MACHINE MAINTENANCE DURING THE WARTIME LABOR SHORTAGE, OFF-HIGHWAY PARKING FACILITIES. DIVISION 2 IS CONCERNED WITH COOPERATIVE PROJECTS BETWEEN GOVERNMENT AGENCIES, SLOPE EROSION CONTROL, AND PLANT ECOLOGY, ESPECIALLY VEGETATIVE GROUND COVER ON AIRFIELDS, DRILL FIELDS, CANTONMENT, AND OTHER MILITARY AREAS. DIVISION 3 DISCUSSES HIGHWAY TRANSPORTATION AND ROADSIDE DEVELOPMENT NEEDS AFTER THE WAR ENDS, INCLUDING EFFECTIVE REGULATION OF HIGHWAY BORDER LAND, CONSTRUCTION PROJECTS, AND TURF GRASS RESEARCH.
