FLEXIBLE PAVEMENT DESIGN AND MANAGEMENT - SYSTEMS FORMULATION AND MATERIALS CHARACTERIZATION

A DIGEST OF THE ESSENTIAL FINDINGS FROM THE FINAL REPORT NCHRP REPORT 1-10 "TRANSLATING AASHO ROAD TEST FINDINGS-- BASIC PROPERTIES OF PAVEMENT COMPONENTS" IS GIVEN. THE COORDINATE ACTIVITIES OF SYSTEMS FORMULATION AND MATERIALS CHARACTERIZATION ARE THE MEANS FOR ACHIEVING A PAVEMENT MANAGEMENT SYSTEM--ONE CAPABLE OF EVALUATING THE ADEQUACY OF A PAVEMENT IN TERMS OF SERVICE OVER ITS ENTIRE OPERATIONAL LIFE. SYSTEMS FORMULATION INCLUDES: (1) A SYSTEMS ENGINEERING APPROACH, (2) A CONCEPTUAL MODEL TO RELATE INPUT, (3) AN OPERATIONAL MODEL (SAMP5) WITH REFINEMENTS (E.G. ELASTIC LAYER THEORY). CHARACTERIZATION OF MATERIALS IS THE SELECTION OF CONSTITUTIVE EQUATIONS (INCLUDING BOUNDARY PROBLEM SOLUTIONS) TO ADEQUATELY MODEL THE RESPONSE OF PAVING MATERIALS TO LOADING AND ENVIRONMENTAL CONDITIONS. SPECIFIC FINDINGS FOR ASPHALTIC CONCRETE, GRANULAR MATERIAL, AND COHESIVE SOIL ARE GIVEN. IMPLEMENTATION IS SCHEDULED FOR EARLY 1972.
