ROADSIDE DEVELOPMENT - EVALUATION OF RESEARCH

FOR PURPOSES OF THIS STUDY THE EVALUATION OF RESEARCH ON ROADSIDE DEVELOPMENT WAS CONSTRUED AS AN EVALUATION BOTH OF THE STATE OF THE ART AND OF THE CONDITIONS OF AND FOR RESEARCH IN THE SUBJECT. EIGHT BASIC ELEMENTS OF ROADSIDE DEVELOPMENT WERE IDENTIFIED: HIGHWAY LOCATION AND DESIGN, ROADSIDE SPACE, RESOURCE CONSERVATION, MOTORIST SERVICES, EROSION CONTROL, PLANTING, ROADSIDE MAINTENANCE, AND ORGANIZATION AND ADMINISTRATION. FIVE TOP-PRIORITY RESEARCH NEEDS ARE DISCUSSED UNDER EACH ELEMENT, AND RECOMMENDATIONS FOR THEIR IMPLEMENTATION ARE MADE. IT WAS FOUND THAT THERE IS AT PRESENT A SUBSTANTIAL BACKLOG OF ROADSIDE DEVELOPMENT RESEARCH NEEDS AND THAT THERE IS SMALL LIKELIHOOD OF IMPROVING THIS SITUATION UNDER EXISTING CONDITIONS. THE MAJOR AREAS OF CONCERN ARE THE FOLLOWING: STAFFING AND ORGANIZATIONAL STRUCTURE, QUANTITY OF EXISTING RESEARCH WORK, AND EFFICIENCY AND PRODUCTIVITY OF ROADSIDE DEVELOPMENT RESEARCH AS A PART OF THE WHOLE OF HIGHWAY RESEARCH.
