ROAD LIGHTING POLICY IN ENGLAND

TOTAL LENGTHS OF MOTORWAY, TRUNK AND CLASS 1 ROADS ARE QUOTED FOR 1966. IN THAT YEAR A 3-YEAR PROGRAM FOR LIGHTING 720 KM OF TRUNK ROADS WAS STARTED. A 30% REDUCTION IN ACCIDENTS IS ASSUMED TO RESULT FROM LIGHTING. WITH REGARD TO MOTORWAYS, DISTINCTIONS ARE MADE BETWEEN STRETCHES IN RURAL AREAS AND THOSE IN URBAN AREAS. THE FORMER ARE AT PRESENT ILLUMINATED ONLY AT SELECTED POINTS (BRIDGES, FLY-OVER, ROUND-ABOUT, ETC); THE LATTER ARE TREATED ON THEIR MERIT, THE TREND BEING FULL-LENGTH LIGHTING. THE LIGHTING OF TWO STRETCHES OF ROAD IS DESCRIBED, THE A4 IN LONDON AND THE MIDLANDS LINK MOTORWAY M5/M6. THE A4 EMPLOYS A CATENARY SYSTEM. DESIGN AND CONSTRUCTION ARE DISCUSSED, AND THE SYSTEM IS SEEN TO PRESENT A MAJOR STEP FORWARD IN ROAD SAFETY. THE COMPLEXITY OF THE MIDLANDS LINK IS MENTIONED. A CENTRALLY MOUNTED ARRANGEMENT OF COLUMNS WAS PREFERRED BECAUSE GOOD VISUAL GUIDANCE AND CLEAR-CUT DEMARCATION OF JUNCTIONS RESULTED. THIS LIGHTING SYSTEM IS SEEN AS THE PROTOTYPE FOR ALL MOTORWAY PROJECTS. /TRRL/
