THE ROAD IN RELATION TO TRAFFIC REQUIREMENTS--THE NETHERLANDS

THE INSTITUTE FOR ROAD SAFETY RESEARCH SWOV HAS CONDUCTED MORE THAN 100 FULL-SCALE TESTS IN THE NETHERLANDS AS PART OF THE ROADSIDE SAFETY STRUCTURES INVESTIGATION. THESE RESULTED IN THE FOLLOWING GENERAL CONCLUSIONS: (1) THE LATERAL DEFLECTION OF A GUIDE-RAIL STRUCTURE MUST BE AS GREAT AS POSSIBLE. A DEFLECTION OF AT LEAST 1.5 M MUST BE POSSIBLE IN CASE OF MAJOR COLLISIONS. (2) THE BENDING CURVE OF SUCH A STRUCTURE MUST BE AS GRADUAL AS POSSIBLE UPON IMPACT SO THAT A MINIMUM ANGLE OF DEFLECTION IS CREATED. TO OBTAIN A GRADUAL BENDING CURVE THERE MUST BE A RELATIONSHIP BETWEEN THE STIFFNESS OF THE HORIZONTAL BEAM AND THE STIFFNESS OF, AND DISTANCE BETWEEN, THE POSTS. THE SWOV INVESTIGATION REVEALED THAT THE TWO OFFSET RAIL TYPE OF STRUCTURE, WITH SPECIAL POSTS DEVELOPED BY THE SWOV AND FITTED WITH SPACERS BETWEEN THE TWO CORRUGATED RAILS, MEETS WITH THE REQUIREMENTS BEST OF ALL. FOLLOWING THIS INVESTIGATION, GUIDELINES WERE DRAWN UP FOR THE USE OF CRASH BARRIERS. ANOTHER STUDY RESULTED IN A DESCRIPTION OF THE DESIGN, EQUIPMENT AND CAPACITY OF PARKING AREAS BESIDE MOTORWAYS. PARKING AREAS ARE NOW BEING PROVIDED AT 20-KILOMETER INTERVALS ALONG THE MOTORWAYS IN THE NETHERLANDS, WHEREVER POSSIBLE IN COMBINATION WITH A GAS STATION OR A ROADSIDE RESTAURANT.
