ASPHALT SUPPLIERS' EXPERIENCE-SOME FACTORS AFFECTING TEST VARIABILITY
A STUDY OF SHIPMENT TEST VARIABILITY OF ASPHALT CEMENT LIMITS IT TO THE 85/100 GRADE ASPHALT CEMENT PENETRATION AT 77 F AND THE SAYBOLT FUROL VISCOSITY AT 140 F OF MC-3 GRADE CUTBACK ASPHALT. IT IS SHOWN THAT THE VARIABILITY DUE TO UNASSIGNABLE CAUSES OF A TEST VALUE IS RELATED TO THE LOCUS OF SAMPLINGS AND TESTING AS WELL AS THE TYPE OF SHIPPING CONTAINER. RELEASE VARIABILITY EXISTS WHEN AN OPPORTUNITY FOR RESAMPLING AND TESTING EXISTS AT THE SOURCE. THE VARIABILITY INCREASES WHEN RESTRICTED TO A SINGLE TEST AND THE SLAB SAMPLING AND/OR TESTING MOVES FROM ONE SOURCE TO DESTINATION. FINALLY, THE VARIABILITY OF TESTS OF TANK CAR SHIPMENTS IS LESS THAN TRUCK SHIPMENTS. WHEN THERE ARE ASSIGNABLE CAUSES SUPERIMPOSED ON THE RANDOM VARIABILITY THE INCIDENCE OF NON-COMPLIANCE IS MUCH HIGHER. IN A PRACTICAL EVALUATION OF SPECIFICATION COMPLIANCE THE DISTRIBUTION OF TEST RESULTS OBTAINED BY THE USER AGENCY MAY DEVIATE FROM THE NORMAL BECAUSE OF ARBITRARY FACTORS.
