EXAMINATION OF THE TARIFFS APPLICABLE TO INTERNATIONAL GOODS TRAFFIC CARRIED BY RAIL, FROM THE POINT OF VIEW OF THEIR EFFECT ON THE OPERATION OF CUSTOMERS' BUSINESS

After a number of observations concerning the role of international transport and its development, and a definition of the tariff concept from a legal point of view, a description is given of the different tariff systems which have succeeded one another ("ad valorem", based on costs, economic tariffs, transit tariffs, and tariff unions). Basing on different national tariffs, it is shown that the proportion of the total cost of the various descriptions of goods represented by the cost of transport is very unequal, and an outline is given of the dialectic "sender/carrier," or "effective cost of transport/rate which is economically supportable." The author makes a rapid comparison between the procedures commenced in the East and in the West in order to arrive at a standard international tariff, and he concludes by setting out his conception of this future tariff. Finally, only one maximum basic tariff would exist, with freedom to negotiate reductions, and special rates, between partners in transport, and this concept would be the most favourable from the point of view of an economic optimum.
