A MEASURE OF PAVEMENT UNSERVICEABILITY

PAVEMENT ROUGHNESS INDUCES MOTIONS IN A VEHICLE OTHER THAN THOSE ORIGINALLY INTENDED BY THE GEOMETRY OF THE HIGHWAY. THESE MOTIONS ARE OF SIGNIFICANCE ONLY TO THE EXTENT TO WHICH THEY INFLUENCE THE HUMAN OCCUPANTS OF THE VEHICLE. SUBJECTION TO THESE VIBRATIONS AND MOTIONS INTERFERES WITH THE OPERATORS ABILITY TO DRIVE THE VEHICLE AS WELL AS HIS COMFORT. THE PROBLEM INVOLVED IS TO ISOLATE THE CRITICAL HUMAN PARAMETERS OF THIS MAN-MACHINE SYSTEM, AND TO DEVELOP A PROCEDURE FOR MEASURING HOW THESE PARAMETERS ARE INFLUENCED BY VARIOUS MAGNITUDES AND CONFIGURATIONS OF PAVEMENT ROUGHNESS. MEASURING THE STRUCTURAL PERFORMANCE OF HIGHWAY PAVEMENT AND THUS FORMULATING THE PAVEMENT UNSERVICEABILITY THROUGH ACONSENSUS OF EXPERTS USING A SUBJECTIVE RATING SCALE CONTAINS FLAWS. SEVERAL WELL KNOWN INFLUENCED BY THE OVERALL ENVIRONMENT OF A PAVEMENT SECTION AND NOT ONLY THE PAVEMENT ROUGHNESS. A WELL DEFINED RELATION HAS BEEN OBSERVED BETWEEN THE MEAN STANDARD TRACKING ERROR, AND THE ROUGHNESS AMPLITUDE VARIANCE ASSOCIATED WITH 100 FOOT LONG SEGMENTS OF THE SURFACE ELEVATION PROFILE. THE OBSERVED LINEAR RELATION BETWEEN THE MEAN STANDARD TRACKING ERROR AND THE ROUGHNESS AMPLITUDE INDEX INDICATES THAT THE UNSERVICEABILITY PROPERTIES OF HIGHWAY PAVEMENTS CAN BE DIRECTLY ESTIMATED BY SIMPLE VARIANCE ESTIMATES. THE RESULTS OF THIS EXPERIMENTAL PROGRAM SUGGEST THAT THE USE OF THE ROUGHNESS AMPLITUDE INDEX SHOULD BE GIVEN CAREFUL CONSIDERATION AS A STANDARD PROCEDURE FOR THE ROUTINE ASSESSMENT OF PAVEMENT PERFORMANCE. /CGRA/
