Another Design-Build Success Story: Specialized Services Fee Arrangement

On Nevada DOT's first DB project, the reconstruction of ~6 miles of (Las Vegas area) I-15, the contractor developed a revised construction strategy cutting 7 months off the construction, but it involved reducing the freeway from 6 to 4 lanes. NDOT's Director decided to approve the revised Performance Requirement only with the wholehearted support from its regional traffic signal management agency partner, FAST, which undertook a massive effort in signal retiming to "create" more capacity on parallel arterials. FAST took on the challenge as a new 'baseline' of work, but the work was greater than could be accomplished with existing staff resources. NDOT brokered a unique repayment arrangement with the DB contractor to pay FAST for all required overtime labor costs associated with undertaking the traffic diversion mitigation. FAST also brought in a small cadre of uniquely qualified signal timing consultants (recent FAST retirees) to supplement its own staffing on the rapid action program. This paper describes the specialized signal retiming services provided and results achieved, and the fee arrangement that NDOT secured from the contractor as an approval condition of the revised Performance Requirement. In true Las Vegas gaming style, the NDOT Director (figuratively) played roulette with her job and career on the success of the revised construction strategy. To hedge her bet, she enlisted the support of the highly qualified FAST organization and its staff to minimize, to the extent possible, the deleterious effects of a 33% reduction in freeway capacity.
