Improving Fare Collection System Security
This article focuses on how transit agencies can best improve fare collection and system security. Challenges to security include “shrinkage,” either through intentional employee theft or unintentional loss of revenue due to mistakes or equipment malfunction. A consultant specializing in fare collection systems notes that agencies do not want to discuss these problems openly because governmental agencies are not allowed to lose even small amounts of money. He recommends a number of steps that can be taken including: securing the money room, installing surveillance equipment, establishing written policies, revenue reconciliation, and staff positions and responsibilities. Examples are given of how his recommendations have been used by various transit agencies.
