Local Government GIS and Geospatial Capabilities: Suitability for Integrated Transportation and Land Use Planning (California SB375)

This report examines the geospatial analysis capabilities of local planning organizations within the context of mandated planning efforts. With the passage of SB375, housing and development planning is now explicitly linked to regional transportation planning. This has caused local governments to reexamine their use of geospatial data for planning. A project was undertaken to assess GIS best practices for transportation planning within California's Inland Empire; this evolved into a gap analysis of geospatial data and analytical capabilities relative to the integration of transportation and land use planning. GIS tools and geospatial data structures that might usefully assist local agencies in their efforts to participate in SB 375 planning in a meaningful way are listed. Key recommendations include development of: a standard analytic protocol; specialized software tools; a regional geospatial database designed to work with the specialized software; and, a set of standards for proprietary local data to allow compatibility with the software.
