The study accounts for the average operating costs of cargo ships and Ro-Ro passenger ships engaged in foreign trade by type of ship and size category. The purpose of the cost estimates is to form a basis for evaluation of fairway investment projects and related cost-benefit analyses. Ship costs were last studied in 2006 and complemented with respect to container ships in 2007. The said updates have been used as reference in the present study. The source materia consists of Finnish and foreign cargo ships and Ro-Ro passenger ships having called at Finnish ports in foreign trade in 2008. Ship data have been derived from the ship database of the Finnish Maritime Administration and supplemented with data from other sources so as to ensure full statistical coverage of all ship types and sizes, Data on procurement and fuel prices and manning costs has been collected from other sources. Fuel costs constitute the largest (44-63%) and capital costs the second largest (23-30%) expense item for all ships. The relative cost shares vary greatly between different ship types and sizes. A sensitivity analysis shows that a 30% decrease in fuel costs would reduce the total costs for different types of ships by 13-19%. A similar decrease in capital expenditure would have a 7-9% impact, in manning costs a 1-4% impact. The most significant change in the development of ship operating costs compared with the latest update is the very high increase in fuel costs. The average increase is 75% in spite of the fact that prices have been, in both instances, calculated according to a three-year average so as to reduce the impact of short-term price fluctuations. Other cost components have also increased significantly, although the divergence between various types of ships is large. Capital expenditure has increased by an average 11ol0. Manning costs have decreased or increased depending on changes in the nationality of the ships concerned. All ship costs have increased by approximately 35%, irrespective of ship type. During the three-year monitoring period this means an average annual increase of approximately 11%.
