Implementation Of The Orlando-Orange County Expressway Authority's Performance Monitoring Program Co

This paper describes how the availability of real-time probe-based travel time data throughout the Orlando-Orange County Expressway Authority’s (OOCEA) system, in combination with OOCEA’s data archiving and reporting capabilities, has made it possible for OOCEA to initiate development of a network performance monitoring system. The authors note that the ability to monitor system performance in real-time is important to support operations and traveler information functions. In addition, the capability to conduct “after the fact” analysis and reporting of performance is necessary to evaluate the long term effectiveness of operations and planning-related management decisions. Internally, OOCEA staff can use the system to evaluate the state of expressway operations, the effectiveness of incident management activities, and as a tool for conducting before/after analyses on the effect of system improvements on customers’ travel experiences. Externally, the system can be used to communicate the value provided by OOCEA to its customers, as well as offer a tool that provides expressway customers with the ability to make more informed travel choices.
