An Exploratory Study for the Application of the New Codification Scheme Developed for the Consensus Assessment System of Disabled Drivers
CONSENSUS was a project sponsored by the European Union (EU) Commission in the Vth FM IST program (IST-2001-37092) with the objective to develop a Network of Excellence in order to systematically exchange information on fitness-to-drive and driving ability assessment of people with disabilities. The first aim of the CONSENSUS Network was to establish a common PSN classification scheme in relation to the driving ability. The CONSENSUS assessment scheme started with the definition of the medical diagnosis using the WHO ICD-9-CM classification and establishing the relation between the medical diagnosis and the functional status of the driving license applicant or potential driver based in WHO ICF (ICIDH-2) classification. Once the physical, cognitive or perceptual functions affected by the disability have been defined, it must be identified how they might affect the driving task. The last step is to take a decision about the person’s fitness to drive, providing information about the different possibilities: fit to drive, fit to drive with vehicle adaptations, fit to drive with restrictions in time or space, and unfit to drive. The proposed classification scheme it is based on a dual coding system with two distinct parts. The first part contains two levels for coding the functional problem (ICF based). The second part contains two more levels for coding the medical problem based on ICD and Annex III of driving license directive. The list of codes developed in the Project contains the most common functional problems on the upper and lower limbs, neck and trunk. The aim of this paper it is to present the results of an exploratory study for validating the application of this new CONSENSUS codification scheme in the Spanish Branch of the CONSENSUS Network.
