Development of a Weight-Distance Permit Fee Methodology for Overweight Trucks in Virginia

Senate Bill 1321 of the 2007 Session of the Virginia General Assembly enables owners of petroleum tank wagons to apply for overweight hauling permits from the Department of Motor Vehicles. These two-axle, six-tire vehicles having tanks with less than a 6,000-gal capacity deliver petroleum products to homes or businesses. Tank wagons traveling without overweight permits were previously subject to limits of 20,000 lb on a single axle and 32,000 lb gross vehicle weight (GVW). Prior to the enactment of SB 1321, tank wagon owners who wished to exceed the 32,000 lb GVW limit could obtain only a 5 percent overload permit for $200. SB 1321 increased the allowable weight on an axle to 24,000 lb and the allowable GVW to 36,000 lb and established a temporary, 1-year permit fee of $800. The legislature asked the Virginia Department of Transportation to conduct a study and recommend a permanent overweight permit fee for tank wagons. The researchers developed a methodology to calculate the appropriate permit fee based on estimated additional highway maintenance costs from the additional weight. The methodology divided The Virginia Department of Transportation's (VDOT’s) maintenance needs budget into load-related and non–load-related damage and allocated budgeted costs across vehicle classifications. Load-related damage costs were allocated using data obtained from in-lane weigh-in-motion devices located on interstate and primary routes. From this methodology, a permanent annual permit fee for tank wagons based on added damage of $265 was recommended. This methodology can be applied to the establishment of a fee for an overweight permit for any vehicle type.
