Cabotage in Finland

This study analysed the current state and development prospects of cabotage transports in Finland. Cabotage transport is domestic transport undertaken by a haulier registered in another country. With the latest enlargements of the EU, Finland started for the new Member States a transition period, during which the hauliers registered in those countries are only permitted to perform so called combined transport cabotage. During the study, information about the truck traffic over the Finnish border by sea and land was gathered. The volume and characteristics of cabotage were studied based on the interviews with foreign truck drivers as well as interest groups. Cabotage transports in Finland amounts to approximately 11 million tonnekilometres, that accounts for 0,04 % of the total road freight volume in Finland. Lifting of restrictions on cabotage on 1st May 2008 is anticipated to increase cabotage in some extend, but the volume is not threatening Finnish transport business. Still, small transport companies are afraid of increasing price competition after the end of the transition period. The reasons for using cabotage are occasionally experienced lack of truck drivers in Finland, growth of international transports and the willingness to increase transport efficiency. Factors hindering the usage of cabotage are among others unclear definition of legal cabotage, temporary nature of cabotage, lack of information technology required for managing cabotage transports, poorer service level of foreign, non-Finnish speaking drivers when compared with domestic drivers, increase in cost level in the Baltic States as well as demand for drivers from the Baltic States in other transport markets than Finland. Large, international transport companies are ready to fully open the cabotage. Also the European Parliament has proposed liberalisation of cabotage by the year 2014.
