Hazardous Materials Risk Assessment: Year Portrait of Hazardous Materials Accidents/Incidents and Impacts

This Hazardous Materials Risk Assessment was designed to assist the Federal Highway Administration (FHWA) Office of Motor Carrier and Highway Safety in evaluating the Hazardous Materials program as part of the overall motor carrier safety program, and to assist in program development and strategic planning. This report gives the results of the first phase of the study, which is a comprehensive analysis of the impacts related to the shipment of Class 3 materials for 1 year, 1996. Class 3 materials were chosen for the first phase because these materials make up approximately 52% of Hazardous Materials shipped. The Hazardous Materials Information System (HMIS) database was used as the baseline database, and was supplemented with other state and federal databases for eight states: six states belonging to the PRISM program: Colorado, Indiana, Iowa, Minnesota, Pennsylvania and Oregon, as well as Ohio and California. An estimate of HM crashes and incidents was developed and then applied nationwide. To derive the estimated of the economic impact of class 3 materials during the study year the following impact categories were selected: Fatalities, Injuries, Cleanup costs, Property Damage, Evacuation, Product Loss, Traffic Incident Delay and Environmental Damage.
