Getting transport right - proposals for better decision-making

This report criticises the UK Department for Transport’s appraisal framework for transport projects. It considers that projects that increase CO2 emissions, car use and motorists’ fuel bills are favoured at the expense ofprojects that reduce fuel use. Non-road building alternatives to encourage walking and cycling are not properly considered. Projects that encouragecar drivers to switch to public transport are discriminated against, because tickets are not subject to sales tax and public transport pays lower fuel duty than cars. It is suggested that the government should place a greater emphasis on climate change as opposed to the environment as a whole and implement a number of basic environmental standards against which trade-offs cannot be made.
