Survey of current information society services for traffic and development of service-level meters

Information society services for traffic have developed rapidly in recent years due to the efforts of traffic authorities, entrepreneurs, providers of value-added services and travellers. The aim of this project was to survey the service level of current information society services for traffic and develop service level meters which can be utilised in political decision-making and to compare services with one another and between different areas. The service level and impacts of information society services for traffic are evaluated today in many studies of individual services and matters connected with the implementation of services are agreed in service-level agreements. But the overall service level of information society services for traffic is not measured and service level meters have not been designed in Finland or other countries, at least not in the Netherlands, Germany or Britain, which were specifically examined in this study. The project started from the aims of traffic and information society policy and the perspectives of variousĀ“ actors at the service level. Existing statistical data were used to define the meters. In the project's survey of the present state, the current state of key information society services for traffic operating in Finland were examined, mainly by examining the scope and numbers of users of the services. Two sets of service level meters were developed in the project, one of which is a basic tool for measuring the service level of individual services using data on various factors or by comparing services with one another or in different areas. The other set of meters, derived from the aims of traffic and information society policy, serves the needs of the Ministry of Transport and Communications. The objective areas belonging to the objective base are defined in the set of meters, such as traffic safety and services supporting the objective areas. The most important services/meters measuring the state of the objective area have been chosen for each objective area. The meters can be used in monitoring the state of services, making the aims of development work concrete and to support decision-making. It is proposed that the meters be maintained by the Ministry of Transport and Communications, whose task is to annually survey the meter data. Part of the data can be surveyed from existing sources.
