Directive 2002/49/EC of the European Parliament and of the Council of 25 June 2002 relating to the assessment and management of environmental noise requires that the Member States make noise assessments in 2007. The directive came into force by the change of the Environmental Protection Law (459/2004). The assessment will be made for agglomerations, heavily-trafficed roads, railroads and airports. At the first stage the agglomeration assessment will be limited to the City of Helsinki. The road-traffic noise assessment includes information of roads in various parts of Finland the vehicle passage of which exceeds 6,000,000 passages a year. The total amount of roads assessed is 750 km consisting of 18 trunk-roads, 5 main roads and 15 highways. The noise exposure was assessed by computing the noise maps and the amount of people living in various noise zones. The present assessment describes the situation in the year 2006. Computations were made using the Scandinavian computing model for assessing road-traffic noise. The program used was SoundPlan version 6.4. The European Union has introduced new common noise indicators: Lden is an indicator of the overall noise level during the day, evening and night, Lnight refers to the sound level during the night. The indicators and the methods of assessment mentioned in the Directive relating to the assessment and management of environmental noise differ from those used in Finland. Due to this the noise levels obtained in this assessment are not directly comparable with the Finnish national limit values nor with the previous assessments based on them. This assessment showed that 142,400 people in Finland are exposed to road-traffic noise the Lden of which exceeds 55 dB. At the end of the year 2006 the amount of population in Finland was 5,276,955. The number of inhabitants exposed to road-traffic noise was greatest in Helsinki (40,400 people), Espoo and Tampere coming next with 19,700 and 17,700 exposed people respectively. After them come the cities of Vantaa, Jyväskyla and Oulu. The work done for this assessment will be continued by making action plans for noise abatement.
