The True Challenge In ITS Implementation: Focal Shift From IT To Services & Processes

In the past decennium a substantial investment has been made in the Netherlands in ITS technology both along/above the road and in Traffic Control Centres (TCC's) to enable Dynamic Traffic Management (DTM). Experiences with DTM in the past have however not always been positive, and many projects were terminated after the pilot-stage due to an insufficient focus on DTM targets when implementing the various DTM policies in the day-to-day operation. To overcome this the Ministry of Transport (MoT) and LogicaCMG developed a methodology for the implementation of DTM that provides an integrated and structured approach for the strategic, tactical and operational level. Methods and techniques from other business areas were used to structure the methodology. These methods include Systems Engineering, ISPL to formulate SMART services specifications, and business process modelling with BiZZDesigner's method and tooling. The methodology has been used in two TCCs in the Netherlands, and has shown good results in reducing the gap between the strategic level, and the day-to-day operation. The Ministry of Transport is using the methodology for the new TCC projects. The development of this methodology will continue in the future by the MoT and several other parties working together.
