Development and decision processes for road infrastructure projects in France

The decision-making process relating to road infrastructure planning projects in France is described. The process consists of the following stages:integration of the project into the services plans, organisation of the upstream public debate, decision setting of the main project characteristics, decision defining the 1 km route corridor, decision approving the 300 mroute corridor, opening of the public enquiry, launch of the land-development study, and declaration of public utility. Within the framework of thedecentralisation law, the French State is preparing to transfer 20,000 kmof roads to local authorities. The objectives of the reorganisation, creation of specific project-ownership services, and project-ownership missions are described. The resources required for project-ownership actions are outlined.
