Impact Analysis of Exhaust Gas Regulation
This article reports on a study of the impact of the law implemented in Japan concerning special measures for total emission reduction of nitrogen oxides from automobiles in specified areas. The law prohibits the ownership of cars older than 9 years. The authors analyzed the impact of the law based on interregional used vehicle flows and disposals in the Kansai region of Japan. The study showed that approximately 40% of truck owners chose law evasion by registering their truck outside of the targeted area, among other strategies. This percentage was almost the same as that in the Kanto region.
