Oil firms struggle with sulphur emissions

UK oil refineries are under pressure to reduce emissions of sulphur dioxide to the air under the integrated pollution prevention and control (IPPC) directive. Permit applications from BP's Coryton refinery in Essex and Ineos's Grangemouth works in Scotland were reviewed and compared with standards in official guidance. Confusion over confidentiality has limited the availability of information on the applications to the public. Guidelines from the Environment Agency and British Renewable Energy Federation (BREF) on emissions control are discussed. The review indicated a significant gap between performance at refineries and best available techniques (BAT). The applications also suggested reluctance at BP and Ineos to invest in BAT. The challenges posed for the refineries by IPPC's requirements on nitrogen oxides and particulate matter and for minimising noise are also considered.
