Discount rate and change of user behavior during demonstration projects on toll road

The Hanshin Expressway Network runs around Osaka and Kobe in Japan. The first route was built in 1962 and the total length of the network has been steadily increasing up to 234 km with an average daily traffic volume of 0.94 million vehicles. The network divides into three different toll areas. Each area has a flat rate system in order to make the time for paying a toll shorter. Users, however, are forced to pay the same toll for the shortest use of 5 km and the longest of 40 km. Some users think this system is unfair. ETC (Electronic Toll Collection system) started in 2002 and the ETC use percentage has exceeded 60 per cent now. If users use ETC, the origin and destination of a trip can be grasped. So a distance based rate system will be available without obstructing traffic. Various toll charges, for example, off peak or holiday discount, are also being examined to reduce traffic congestion and increase the traffic volume of the route which is less crowded. Demonstration projects have been conducted to find out the most appropriate price and discount rate in order to introduce the new charging system and to make the network more effective. This paper presents an analysis of ETC traffic data. Some toll charges to ease traffic congestion and the relations between changes of toll and user behavior are also discussed.
