Modeling of Variable Pricing for Toll Collection of Cargo Vehicles on Freeways

Currently, fixed rates are used for toll collection on freeways in China without consideration of traffic conditions. Freeway traffic demand during rush hours is very high and freeway traffic demand during non rush hours is very low. Based on past traffic data, more than 25% of traffic is cargo vehicles that travel much slower than passenger cars and buses do. Thus, the capacity during rush hours is significantly reduced and many traffic crashes happen during rush hours, mainly due to the high traffic volume of cargo vehicles and their much slower speed. In 2005, a research project was performed to develop variable pricing models for cargo vehicle toll collection on freeways. The main objectives of the research that were sponsored by Jiangsu Province Department of Transportation were to evaluate benefits of variable pricing for cargo vehicle toll collection on freeways, to develop variable pricing models, and to design variable pricing schemes under Jiangsu environmental conditions. In the research, field questionnaire surveys were performed to obtain cargo vehicle drivers' behavior data regarding their departure choices if different variable pricing schemes would be implemented. Based on the survey data, variable pricing models with logit model formats were developed. Then, different variable pricing schemes were designed and compared obtain the one with the best benefits. This paper summarizes the results from the research project.
