Analysis of Network Level Condition Indicators Using Statistical Correlations
In any kind of Pavement Management Systems (PMS) an important input is the overall condition of the road network. Different condition indicators characterize the present status like roughness, surface defects, load bearing capacity and rutting. Every year these parameters are measured on the Hungarian national road network. Highway agencies are interested in comparison of results at district (county) level in order to assess the performance of the sub-networks operated by a local agency. Condition parameters are in interaction therefore indicators are somewhat correlated. Their use in a PMS may result in overweighing certain parameters depending partially on some other parameter. That is why a statistical correlations analysis has been performed recently. Correlation coefficients between pairs of condition indicators at district level including 22 agencies and 4 parameters show rather strong correlation between certain parameters such as roughness and surface defects. We have analyzed in a more detailed research differences regarding pavement structure type (asphalt concrete vs. asphalt macadam) and road hierarchy (main roads vs. secondary roads) and present the results as well as some new calculation methods for correlation coefficients in case of combined sub-networks. The optimal number of sub-networks and variables used in a PMS can be determined by correlation analysis. Based on this analysis modifications can be recommended in the existing PMS in order to get more realistic results and reach global optimum in problem solving. An enhanced PMS can promote effective allocation and use of constrained resources for improving pavement condition, realistic assessment of strategic alternatives for highway maintenance and increasing transparency in the decision-making process.
