Escape, Evacuation, and Rescue Research Project: Phase III

Escape, Evacuation, and Rescue (EER) Systems Phase III was the culmination of a Transportation Development Centre (TDC) research and development program and contributed to a substantial increase in the understanding of all aspects of the EER procedures and systems. The principal tasks addressed under Phase III were basic research, computer modeling and the development of EER performance-based standards. This report describes the development of a risk and performance tool (RPT) designed to assess the reliability and performance characteristics of EER systems for different offshore installations and operating conditions. The research conducted under this program resulted in the development of performance-based standards applicable to offshore petroleum installations and a computer model capable of modeling the reliability and performance of EER processes. The adoption and implementation of performance-based standards (PBS) for Canadian offshore oil and gas installations reflect the trend toward goal-orientated performance or ‘smart’ standards as opposed to the traditional prescriptive standards.
