Development of a New Zealand national freight matrix

Policy decisions made by government can have a substantial impact on the movement of freight. However, the requirements, patterns and complexities of the freight market are not well understood and the management of these is often left to industry to resolve. The lack of information has made it difficult to estimate impacts of policy changes and to understand and plan for freight movements to, from and within the regions. This study carried out between 2003 and 2005 aims to begin the process of filling the information void. It provides the reader with a broad overview of what freight is transported, where and how it is moved, and establishes a basis for further more detailed research into this topic. The freight transport modes that are studied are road, rail and to some extent coastal shipping. (a)
