An effective approach to improved asset risk management for road networks
Systematic approaches to incorporate the management of the risk to the road networks into asset management are proposed. The paper presents the outcomes of recent Opus in-house research and research for Transfund New Zealand into risk management for road networks, and illustrates this through case histories. The case history for Wellingtons road network illustrates how the risk to the road network could be assessed systematically and effectively, and incorporated into the overall asset management plan for the road network. To date, risk management for lifeline function and preventative maintenance have been largely ad hoc, and have been constrained by lack of a systematic approach to prioritising risk mitigation actions. The risk management approach presented uses a geographical information system (GIS) and illustrates how the lifeline function requirements as well as preventative maintenance needs can be addressed in a holistic manner.
