The model of capability assessment for suppliers of service CAT - Developing suppliers of service within the purchasing process

Organizations have done performance measurement for a long time. Now this trend towards the public sector, where measurement of suppliers capability and performance is making its way on a large scale. Until now the public sector have not done research on assessment of suppliers capability. The aim of this study was to offer "Tiehallinto" a toolkit for suppliers evaluation and development. Another purpose of this study was to brief "Tiehallinto" newest theory about the supplier evaluation and development. Theoretical part of this study concentrates on supplier evaluation, in the public procurement legislation and supplier development. Empirical part of this study concentrates on the model of capability assessment toolkit, CAT, its attributes and indicators and the modification of the model. The contents of the "Tiehallinto" - model are similar to the Highways Agency - model, only clearer and shorter. One attribute, the quality of action, was introduced into this study.
