Maritime ITS Architecture, Core Processes and Development Plan

This report is the outcome of the MeriArkki main processes project that is based on the work of MeriArkki pre-study project during late 2003. The main processes project designed the maritime core processes of sea traffic and vessel traffic control. Later projects are planned to design the support processes, high level information and systems architectures. The project steering group consisted of representatives from the Finnish Maritime Administration, Finnish Customs, Finnsteve Oy, Viking Line Oy, Finnish Port Operators Association and the Ministry of Transport and Communications. The working group was lead by Capgemini with members from the Finnish Maritime Administration, EDI Management Ltd and SysOpen. The four project workshops involved a total of 27 persons from various stakeholder organizations. The project was implemented between February and May 2004 as a series of workshops to which various experts from different stakeholders were invited. Preliminary process descriptions were prepared beforehand for the workshops. Topics for the four workshops were: cargo and passenger traffic, vessel traffic management, overall processes and interfaces and development plan. The project designed processes for cargo and passenger traffic and vessel traffic management process areas. Also a process was designed for security measures related to the IMO ISPS code. In the design of the development plan the processes were compared to the present situation and development activities to reach the desired state were proposed. These activities were grouped into the following proposed development areas: PortNet 2, customs general declaration, security measures, management of risks, exceptions and incidents, information infrastructure, risk analysis, vessel traffic control, co-operation between pilots and vessel traffic control and further development of MeriArkki architecture. As immediate actions, the working group recommends the further development of MeriArkki architecture to secure the foundation of PortNet 2 development and launch of proposed marketing and dissemination activities of the architecture in events and publications relevant to the stakeholders.
