Development of public transport incident management

In this report the status of public transport incident management in Finland is reviewed and development measures that could be implemented within a few years are presented. Various means to present real time passenger information have been implemented. The co-ordinated use of these tools is essential for high quality information. Complete data about frequency and types of incidents is not available. Most comprehensive data exists in rail traffic. The lack of data brings difficulties into estimation of effects and cost-benefit analyses of measures. Incident management is essential in creating and keeping up passengers' trust in public transport. The current level of quality in public transport incident management is fairly good but various needs for improvement exist. High quality incident management calls for manpower and other resources. Main problems in public transport incident management are: (1) lack of resources, (2) lack of clear operational models and agreed principles between organisations and (3) inadequate compliance with guidelines within organisations. In this study various proposals for improvement were identified. Out of these proposals five pilot projects have been selected for immediate implementation: 1) Improvement of incident management from passenger viewpoint, 2) Improvement of operation of real time information systems, 3) Creation of operational models and principles between modes in intermodal passenger transport, 4) Improvement of data exchange between travel information centres of various public transport modes and traffic management centres of Road Administration, 5) Feasibility study of a multimodal passenger information centre in Helsinki Metropolitan Area. Incidents are unique by nature and operational environments are different. Therefore it is not feasible to develop general operational models for incident management until there is an organisation that accepts the overall responsibility for passenger information during incidents.
