ITS Finland

The importance of transport telematics has increased constantly and is currently an essential part of transport and logistic activities. Although the transport telematic markets and activity have increased, the cooperation for the development of transport telematics in Finland has mainly been through different programmes and projects. Another type of organisational solution is needed to accomplish the credible and well-functioning co-operation required by the development. As the focus of transport telematics moves toward deployments and services it is vital to come up with a way to match the actors in promoting the development and implementation of transport telematics. The co-operation between different actors intensifies the utilisation of transport telematic resources and decreases overlapping work. The purpose of this study is to determine the need, interest and feasibility of establishing a national transport telematics co-operation organisation - ITS Finland. Similar co-operation organisations between private and public actors have been established in several countries. In these countries the foundation of ITS fora has been seen as nationally important and the public sector has taken an active part in the operations. Public sector funding has usually been crucial to the foundation and initial stages. The ITS organisations usually operate by bringing together different partners responsible for the development of transport telematic services and thereby ensuring the generation of desired transport telematic services and enabling agreement on the rules and methods of operation. Other important tasks are the development of transport telematics and the promotion of the business opportunities of the participants. The need and conditions for the foundation of ITS Finland operations exist. Domestic actors are interested in participating in the operations both financially and via contribution to the work. The establishment and upkeep of a co-operation network and the promotion of the implementation of transport telematics and business were deemed the most important tasks. In order to launch ITS Finland the Ministry of Transport and Communications first has to determine the public sector participation possibilities and will invite the different parties to negotiate on the additional actions required by the launch. The result of the next phase should be the operation strategy of ITS Finland and the commitment agreement between the participating parties. Based on the operation strategy and the commitment agreement the different parties could decide on their participation in ITS Finland. The suggested preliminary timetable is that the next phase would be carried out before the summer of 2003 in order to begin the operations of the organisation in the fall of 2003.
