Design Build Pipeline "Surges" to Completion--Case Study: San Diego County Water Authority, California

This paper presents the design concepts and a case study of the advantages of design-build construction for the Olivenhain Pump Station Surge Pipeline. The owner is the San Diego County Water Authority. The contractor is Kiewit Pacific Co. and the designer is Parsons Water and Infrastructure Group. The Olivenhain Surge Pipeline is an important part of the Olivenhain Pump Station project because it will allow for full design flow to be pumped to the Water Authority's Second Aqueduct. The following items are a few of the advantages of design-build construction for this project: Negotiating a design-build contract significantly reduced the time (by six to eight months) to have the surge control facility operational; the entire Olivenhain system (dam, pump station, and pipeline) will be fully operational, allowing full delivery of emergency water to member agencies, by summer 2004; and the contractor was familiar with the onsite requirements and the sensitivity of the community thus reducing impacts to the site and surrounding community.
